"Research and development establishments lay the actual foundation of any institution and play a vital role in its progress and prosperity", said Senator Lt. Gen (R) Abdul Qayyum while chairing the meeting of Senate Standing Committee on Defence Production.
Ministry of Defence Production gave a detailed briefing with regard to the organizational structure, role and achievements of Military Vehicles Research and Development Establishment (MVR&DE), Armament Research and Development Establishment (AR&DE) and Institution of Optronics (IOP).
The Committee directed that these establishments need to be properly equipped not only financially but also with highly qualified and experienced professionals and technocrats.
In addition to the Chairman Committee Senator Lt. Gen (R) Abdul Qayyum, the meeting was attended by Senators Nuzhat Sadiq, Seher Kamran, Rubina Khalid and Brig. (R) John Kenneth Williams.
The Committee appreciated the performance of all R&D establishments which are not only helping the Armed Forces but also facilitating Law Enforcing Agencies. It was desired that these agencies should also undertake commercial ventures and have joint ventures with other international organizations. These setups need to be given a broader mandate for their commercial activities so that these establishments not only become financially self sustaining but also generate revenue for the government in the form of taxes.
The Committee also suggested that establishment of engineering industry in private sector for the military/private vehicles manufacturing should be encouraged. This should include jeeps, dodges, ammunition vehicles, tractors and dumpers. The Committee lauded the proposal of bridging the gap between users, academia and industry and highly recommending making use of existing academic research as well as connecting to have required and relevant higher education specializations.
