The Senate Standing Committee on Water Resources was held on Friday. Chaired by Senator Shammim Afridi, the meeting was attended by Senator Sana Jamali, Senator Agha Shahzaib Khan Durrani, Senator Ahmed Khan and senior officers of Ministry of Water Resources, Ministry of Planning Development and Reform and the Government of Balochistan (GOB).
The Committee was informed that the project was mainly delayed due to fund constraints. Asian Development Bank (ADB) funding could not be processed further due to non-concurrence from government of Balochistan. Now ADB has placed its funding in the plan of 2020-21.
It was revealed that according to feasibility report by WAPDA total cost of the project was estimated to be PKR 27.3 billion; whereas GOB quoted PKR 23 billion. The Committee demanded an explanation as to how GOB proposed to complete the project at a lower cost.
The Committee stressed the need to review both PC1 and inform the Committee of the actual costs. It further recommended that a sub-committee be formed and a third party which is the Ministry of Planning Development and Reform reviews quotations from both parties. The Committee stressed the need to review the project in the light of section 4 and 5 to avoid any kind of land disputes.
Chairman Committee Senator Shammim Afridi said that finalization of tendering process will be completed within 150 days. This is a major achievement of the Committee as it has been successful in removing all bottlenecks and bringing all stakeholders on board.
