Event Title: Chairman Senate Standing Committee on Interior Senator A. Rehman Malik strongly condemned the ‘state sponsored terrorist act'

Chairman Senate Standing Committee on Interior Senator A. Rehman Malik strongly condemned the ‘state sponsored terrorist act' by Indian Security Forces in Srinagar, India Occupied Kashmir (IOK) wherein 4 innocent Kashmiris were martyred. He said that Indian Forces brutalities against innocent Kashmiris have been increased under the Prime Minister Narendra Modi. He has urged the Government of Pakistan to demand the Secretary General UNO to take notice of the ongoing unprecedented human rights violations in Indian Occupied Kashmir. Committee offered Fateha for the martyrs of Kashmir, former MNA Syed Ali Raza Abidi and three years innocent girl Faryal who was killed after rape in Havelian.

The meeting of Senate Standing Committee on Interior was held under the Chairmanship of Senator A. Rehman Malik here today on Monday December 31, 2018 at the Parliament House, Islamabad and was attended by Senators Kalsoom Parveen, Mian Muhammad Ateeq Shaikh, Sardar Muhammad Shafiq Tareen and Haji Momin khan Afridi. The meeting was also attended by Senator Mian Raza Rabbani as mover of the Bill and by Special secretary interior, officials from CDA, Ministry of Interior, Ministry of Law and Justice, FIA, KPK Police and others.

Chairman Senate Standing Committee on Interior Senator A. Rehman Malik took serious notice of the assassination of former MNA Syed Ali Raza Abidi who has been killed in a drive-by targeted attack in Karachi on December 25, 2018 and asked the Sindh police to submit a report. He has directed that the killers of Ali Raza Abidi shall be arrested and shall be brought to justice.

Senate Standing Committee on Interior Approved ‘The Exit from Pakistan (Control) Amendment Bill, 2018’: Senate Standing Committee on Interior considered, discussed and approved ‘The Exit from Pakistan (Control) Amendment Bill, 2018’ moved by Senator Mian Raza Rabbani. Mian Raza Rabbani was warmly welcomed in the committee and his services as Chairman Senate of Pakistan were highly applauded.  While appreciating Mian Raza Rabbani for the Bill, Senator A. Rehman Malik said that the provisions of the Exit from Pakistan (Control) Ordinance, 1981 were in conflict with the fundamental rights conferred by the Constitution of Pakistan. He said that the proposed Bill brings harmony in the Ordinance with reference to the Constitution and are based on the observations of the Superior Courts in several cases. He proposed that in the ECL Act the words “Competent Authority” should be substituted with words “Federal Secretary, Ministry of Interior” for all purposes including placing or deleting the person from the ECL.  Senator A. Rehman Malik said that the committee had already proposed necessary amendments in ECL Act in its meeting on October 22nd, 2018. He said that this is a fundamental right of the accused to be informed in advance at least 24 hours ago before including in ECL. The Bill was unanimously passed by the Committee.

Taking Serious Notice of the Placement of 172 on ECL:

Senator A. Rehman Malik said that just yesterday he has taken serious notice of the discrimination being done in placement of persons including country’s political leadership on ECL. He said that government has placed the names of some under inquiry / investigation on ECL while some with cases and under investigation in NAB and FIA have not been placed on ECL. He has asked the Ministry of Interior as to why it is so and what are the criteria to make such discriminations. He has questioned that some persons under inquiry / investigation are placed on ECL but others under investigation in NAB or FIA are not placed on ECL. He directed that a list of all politicians and others under inquiry / investigation in NAB and FIA may be submitted to the committee.

INSTALLATION OF BRIDGE FOR PEDESTRIANS: Committee also considered and discussed in detail the Public Petition No.PP-2484, regarding installation of Pedestrian Bridge on Fazaia Stop, Islamabad Expressway, Islamabad. The Committee was informed that the Bridge has been installed. The Public Petition was disposed of accordingly. Chairman Committee Senator A. Rehman Malik asked the Capital Development Authority (CDA) about the structural planning of the roads in Islamabad and policy about construction of bridges for the pedestrians. He asked the CDA to not ignore pedestrians and motorcyclists while constructing roads and interchanges. He said that why bridge was not constructed earlier till it was not reported.

NOTICE OF THE KILLING OF MINOR GIRL AFTER RAPE IN HAVELIAN

Senate Standing Committee on Interior expressed great grief and shock over the heartbreaking incident wherein a three-year-old minor girl namely Faryal was murdered after rape in village Kayala of Havelian. Chairman directed KPK Police to arrest the culprits and report the committee within seven days. He said that the committee will be monitoring into investigation into the tragedy and the members will be visiting the Havelian if necessary. He said that such criminals shall be hanged to death publically.

THEFT OF MOBILES PHONES FROM FAISALABAD DRY PORT MOVED BY SENATOR MUHAMMAD ATEEQ SHEIKH

Senator Ateeq Sheikh briefed the committee that how mobiles phones were being stolen from dry port Faisalabad and replaced with dummies by the thefts. Chairman Committee Senator A. Rehman Malik asked the ministry of Interior to submit a report that how illegal phones were being imported in the country. He asked how those captured mobiles went missing and who are responsible for it and why no action has been taken against responsible officials.

On request of Senator Muhammad Ateeq Sheikh, Senator A. Rehman Malik also took notice of the using of special bus service in diplomatic enclave. Senator Muhammad Ateeq Sheikh said that people are suffering because of this special shuttle bus service and must be stopped immedietly. Senator A. Rehman Malik said that as now security situation is improved in the country and so the ministry of interior may order its closure as they are charging heavily.

The committee also considered the Point of Public Importance regarding lodging of illegal FIR against sitting Senator Shamim Afridi which was raised Senator M. Javed Abbasi. DIG, Kohat region, Mohammad Ijaz Khan briefed the committee and said that it is a family dispute wherein the opponents party have mentioned Senator Shamim Afirdi in application however Police has been investigating his presence on the spot. Chairman Senate Standing Committee on Interior Senator A. Rehman Malik said that as per his information Senator Shamim Afridi was not present at the spot during the clash.

Senator A. Rehman Malik directs FIA to help the KPK police in tracing the exact location of Senator Shamim Afridi so this matter could be resolved. He added that Senator Muhammad Javed Abbasi and Sardar Muhammad Shafiq Tareen may be included in committee to be supervised by Senator Rana Maqbool Ahmad to investigate and submit the report.

SUO MOTO NOTICE OF DEVALUATION OF PAK RUPEES

Chairman Committee Senator A. Rehman Malik informed the Committee that he had taken suo moto notice and sought Progress report on sudden devaluation of Pak rupees twice i.e. on 09th October, 2018 and on 30th November, 2018 as it has adversely affected the economy of the country. He said that in this regards, FIA was directed to investigate on guide lines provide by the committee to identify that there is cartel operating in the country against the economy and business interest of Pakistan. He also dismisses the impression that this is only matter of Senate Standing Committee on Interior added that FIA has the responsibility to regulate and implement Foreign Exchange Act in the country.

Senator A. Rehman Malik said that the committee would like to expose these cartels that how they are functioning in nexus and intentionally to raise the prices of dollars by locking the banks transactions technically to force the government to devalue the rupee. He said that he has the experience of dealing with these types of cartels in the past as Interior Minister of the country and also as official of the FIA. He said that this committee would help the government as how these illegally based multinational companies and money exchangers are operating just to serve their own interest by destroying our national economy.

Chairman Committee    Senator A. Rehman Malik directed FIA to exposed and bring to justice all these culprits who had earned billions by misusing and exploiting the country economic system. He asked the country’s premier agencies ISI, MI and IB to help FIA in identifying such cartels and economic criminals involved in white collar crime and financial activities across the country.
