The Senate Standing Committee on Defence Production was held on Tuesday. Presided over by Senator Lt. Gen (R) Abdul Qayyum; the meeting was attended by Senator Molana Abdul Ghafoor Haideri, Senator Muhammad Akram, Senator Gul Bashra, Senator Pervaiz Rasheed, Senator Nauman Wazir Khattak, Senator Shaheen Khalid Butt, Senator Mushahid Hussain Sayed and senior officers from the National Electric Power Regulatory Authority (NEPRA), Ministry of Defence Production (MoDP) along with all concerned.
The issues that came under review were Net purchase sales for captive and grid spill over renewable projects, budget estimates 2018-19 and 2019-2020, status of DPEs that fall under the Ministry of Defence Production. Status of the Right of First Refusal Policy and the Gwadar Shipyard Project were also discussed.
With regards to Net purchase sales for captive and grid spill over renewable projects, the Committee recommended that POF and NEPRA sit together and resolve this issue and brief the Committee in the next meeting.
Deliberating over the revised budget estimates for the year 2018-19 and 2019-20, the Committee stressed the need for MOPD to attain sustainability. Chairman Committee, Senator Lt. Gen (R) Abdul Qayyum said that capacity surplus must be utilized for commercial purposes and that moving towards total commercialization was the need of the day. The Committee strongly recommended direct budget allocation for the Ministry of Defence Production rather than being routed through the Ministry of Defence. Up gradation of machinery to increase output was asserted as well. The need for promotion of vendor industry and exploration of international marketing opportunities was stressed.
