The Standing Committee on National Health Services, Regulation and Coordination in its meeting on Monday, after reviewing recommendations from Government, unanimously passed the the Compulsory Vaccination and Protection of Health Workers Bill, 2019 moved by Senator Ayesha Raza Farooq.
The meeting was chaired by Senator Mian Muhammad Ateeq Shaikh and attended by Senator Dr. Ghous Muhammad Khan Niazi, Senator Dilawar Khan, Senator Dr. Asad Ashraf, Senator Dr. Ashok Kumar, Senator Dr. Sikandar Mandhro, Senator Liaqat Khan Tarakai, Senator Sana Jamali, Senator Sardar Muhammad Shafiq Tareen, Senator Abdul Rehman Malik, Senator Muhammad Javed Abbasi and Senior officers of the Ministry of National Health Services, Regulations and Coordination along with all concerned. Special Assistant to the Prime Minister for National Health Services, Regulations and Coordination attended the meeting as well.
Further discussion on the Pakistan Medical and Dental Council Bill, 2019 referred by the Senate was discussed. Chairman Committee, Senator Mian Muhammad Ateeq Shaikh took strict notice of irregularities and directed that the Committee must be furnished with details of rules and regulations under which recruitments were made.
A sub-Committee was formed to review the matter in detail. Chairman of the sub-Committee would be Senator Dr. Ashok Kumar. Members would be Senator D. Asad Ashraf and Senator Dr. Sikander Mandhro. The Committee recommended that details of the selection process, mark sheets of the candidates and other information be submitted to the sub-Committee, after which a report would be sought in 2 weeks. Chairman Committee Senator Mian Muhammad Ateeq Shaikh directed PMDC that it must be part of whatever decisions are taken. He stressed the need for merit to prevail. The sub-Committee would also take up the issue of exorbitant rates charged by private hospitals and the dilapidated condition of private health facilities that was discussed in detail today.
Chairman Committee, Senator Mian Muhammad Ateeq Shaikh showed concern regarding the plight of All Pakistan Cigarette Pan and Cold Drinks retailers Association. The Committee was informed that a detailed discussion was conducted with the Secretary, Ministry of National Health Services and Coordination in which the Ministry recognized that numerous families would be deprived of basic human facilities due to lack of business opportunities. It was revealed that government receives PKR 2 billion revenue annually from this business as well. Chairman Committee, Senator Mian Muhammad Ateeq Shaikh said that a detailed report must be submitted.
Regarding the quantity and value of medicines/vaccines being imported from India raised by Senator Abdul Rehman Malik, amendments were submitted related to the Drug Act 2019 in writing to the Committee. He asserted that manufacture of fake drugs was a heinous crime and that the FIA must be allowed to raid such entities without procuring permission from Drug Inspectors.
Discussing the point of public importance regarding rabies vaccine raised by Senator Dilawar Khan, the Committee was informed that the matter was sub judice and cannot be discussed.
