A meeting of the Senate Standing Committee on Power was held on Friday at Parliament House.
Chaired by Senator Fida Muhammad, the meeting was attended by Senator Nauman Wazir Khattak, Senator Dr Ghous Muhammad Khan Niazi, Senator Molvi Faiz Muhammed, , Senator Moula Bux Chandio, Senator Mirza Muhammad Afridi, Senator Mushahidullah, Senator Dilawar Khan and senior officers from the Power Division, NEPRA along with all concerned.
The meeting commenced with reviewing the implementation status of the recommendations made in previous meetings. The recommendations made were that all pending works in the merged areas should be completed by December 2020. CEO TESCO informed the Committee that due to certain administrative hiccups the assigned work has been delayed. The Committee was informed that TESCO has funds for the project; all it awaits is decision of the Steering Committee for a go-ahead. Chairman showed dismay with regards to delay in completion of the project. Secretary Power has been directed to investigate the matter in detail and ensure that the project is completed within stipulated time. Discussing the recommendation of the Power Division taking lenient stance regarding transfers of three HESCO officers; the Committee was informed that Secretary Power Division will look into the matter. Regarding Committee recommendations related to matter raised by Senator Mirza Muhammad Afridi regarding waiver of interest and late payment surcharges in the electricity bills of the industrial units in erstwhile FATA during the war on terror period should be examined and decided sympathetically by the Power Division taking into account the hardships faced by the people of the area; the Committee was informed that the matter was under process. The Committee asserted that this is gross violation of human rights and must be sorted at the earliest. The consumers in the area have been penalized greatly due to war and displacement and must be compensated. It was suggested that late payment on every bill must be withdrawn. The Committee was informed that this decision did not fall within the ambit of the Power Division and the NEPRA will review the matter.
During consideration of Public Petition (PP-3304) of Ms. Maryam w/o Abdur Rauf, resident Sher Muhmmad Colony, Kazi Ahmed, district Nawabshah, regarding disconnection of electricity meters, the Committee was informed that team S & I was deputed to visit the site on 29 September, 2020; as per this report. Three shops and one godown were also operative on domestic tariff. The three phase meter installed was showing a blatant error. The Committee was of the view that all of these installations call for a separate transformer and directed CEO HESCO to deal with the matter as per company policy.
While being briefed by PESCO on the latest position of installation of 1x31.5/40 MVA 132/11 KV power transformer at the existing 132 KV Grid Station, Dargai, District Malakand; the Committee was informed that construction of electrical equipment foundation has been completed and the transformer has been shifted at site. The work is scheduled to be completed by December, 2020. Taking up the issue of under construction 132 KV Grid Station, at Dargai, District Malakand; the Committee was informed that site for the project has been selected and the completion timeline is 2022.
