MOTION

5.      SENATOR AITZAZ AHSAN, Leader of the Opposition, to move under   rule 172A of the Rules of Procedure and Conduct of Business in the Senate, 2012, that the House may constitute itself into a Committee of the Whole to consider the matter referred by the House on 14th September, 2015 regarding “Legislative, Administrative and other measures required for mainstreaming and ensuring constitutional rights to the people of Federally Administered Tribal Areas (FATA)”. The Chairman Senate may fix time for sittings of the Committee, as and when he may deem fit.

 

CALLING ATTENTION NOTICE

 

6.      SENATOR NUZHAT SADIQ to draw attention of the Minister of State for Federal Education and Professional Training to a matter of sufficient public importance regarding non-functional state of polytechnic Institute Merabagwal which was handed over to the administration of Allama Iqbal Open University.

7.      SENATOR SALEEM MANDVIWALA, Chairman, Standing Committee on Finance, Revenue, Economic Affairs, Statistics and Privatization, to present report of the Committee on an adjournment motion moved by Senator Muhammad Ali Khan Saif on his behalf and on behalf of Senators Saeed Ghani and Osman Saifullah Khan on 12th May, 2015, regarding merger of KASB Bank with Bank Islami.

 

8.      SENATOR SALEEM MANDVIWALA, Chairman, Standing Committee on Finance, Revenue, Economic Affairs, Statistics and Privatization, to present report of the Committee on starred question No. 44, asked by Senator Khalida Parveen on 9th July, 2015, regarding the details of revenue/taxes collected by the Government since the announcement of the NFC Award 2009.

 

9.      SENATOR MUHAMMAD DAUD KHAN ACHAKZAI, ADVOCATE, Chairman, Standing Committee on Communications, to present report of the Committee on starred question No. 29, asked by Senator Agha Shahbaz Khan Durrani, on 8th July, 2015, regarding the award of contract to a black listed company for the construction of section of road (from Kohri to Karkh on M-8).

PRIVILEGES - PRESENTATION OF:

 

10.    SENATOR DR. JEHANZEB JAMALDINI, Chairman, Committee on Rules of Procedure and Privileges, to present report of the Committee, regarding breach of Privilege of the House due to non-presence of Senior Officers (officers in BPS-20 and above) of the Ministry of Finance, Revenue, Economic Affairs, Statistics and Privatization and Ministry of Inter-Provincial Coordination in the Official Gallery of the Senate on 11th August, 2015, during discussion on admitted adjournment motion regarding the distribution formula of NFC Award and report on 2nd Biannual monitoring on the implementation of National Finance Commission (NFC) Award (January-June, 2014), laid on the Table of the House on 8th July, 2015.

 

11.    SENATOR DR. JEHANZEB JAMALDINI, Chairman, Committee on Rules of Procedure and Privileges, to present report of the Committee, on a privilege motion moved by Senator Professor Sajid Mir on 7th July, 2015, regarding behavior of shift Supervisor and two other officials at PIA counter in Jeddah with the Senator while he was traveling from Jeddah to Islamabad on 18th June, 2015, by PIA flight PK 742.

 

12.    SENATOR DR. JEHANZEB JAMALDINI, Chairman, Committee on Rules of Procedure and Privileges, to present report of the Committee, regarding breach of Privilege of the House due to non-provision of report by the concerned officers / officials of the Aviation Division to the Minister for responding the item regarding charging of tax on free domestic air tickets being issued to the employees of the PIA.

 

REPORTS OF THE FUNCTIONAL COMMITTEE ON HUMAN RIGHTS - PRESENTATION OF:

 

13.    SENATOR NASREEN JALIL, Chairperson, Functional Committee on Human Rights, to present report of the Committee on the issue raised by Senator Samina Abid on 8th July, 2015, regarding target killing of a young girl in Jacobabad (Sindh) by her husband in front of her parents.

 

14.    SENATOR NASREEN JALIL, Chairperson, Functional Committee on Human Rights, to present report of the Committee on the issue regarding constitution of Commission for protection of rights of Child and addition of new Chapter namely XXB in PPC for offences against children which may include cruelty to child, exposure to sodomize, pornography, trafficking of children, sexual abuse etc.

 

MOTION

 

15.    SENATOR IQBAL ZAFAR JHAGRA, Convener of the Special Committee on the Implementation of the Gas Infrastructure Development Cess Bill, 2015, to move that under sub-rule (1) of rule 194 of the Rules of Procedure and Conduct of Business in the Senate, 2012, the time for presentation of report of the Committee on the Implementation of the Gas Infrastructure Development Cess Bill, 2015, constituted by the House during the Senate sitting held on 25th May, 2015, for consideration and report till 18th September, 2015, be extended for a further period of 30 working days w.e.f. 18th September, 2015, as more time is needed for thorough examination of the said issue.

 

PERIODICAL REPORTS BY MINISTERS ON MATTERS REFERRED BY THE HOUSE

 

16.    Periodical reports by Ministers on the following matters referred by the House, under rule 265A of the Rules of Procedure and Conduct of Business in the Senate, 2012:-

 

(i)

Report by the Minister for Communications regarding construction of Khanpur road by NHA with a cost of 490 million rupees but ignoring the bridges on that road which will decrease the utility of that road, raised by Senator Muhammad Talha Mehmood, on     14th April, 2015;

 

(ii)

Report by the Adviser to the Prime Minister on Foreign Affairs regarding splitting of Peshawar into two parts i.e. Western Peshawar and Eastern Peshawar due to the Cantonment area and blockage of roads in front of the foreign consulates, causing great problem to general public, raised by Senator Nauman Wazir Khattak, on 14th April, 2015;

 

(iii)

Report by the Adviser to the Prime Minister on Foreign Affairs regarding announcement of death of Mullah Omer by BBC in the year 2013 and its confirmation by Tehreek-e-Taliban Afghanistan, under very mysterious circumstances, but no formal response from the Government of Pakistan has been given, raised by Senator Farhatullah Babar, on 3rd August, 2015; and

 

(iv)

Report by the Adviser to the Prime Minister on Foreign Affairs regarding the detention of a Pakistani minor fisherman hailing from a village of Thatha in Indian jail, raised by Senator Sassui Palijo, on 8th July, 2015.

 

CALLING ATTENTION NOTICE

 

17.    SENATOR MUKHTIAR AHMED DHAMRAH @ AAJIZ to draw attention of the Minister for Water and Power to a matter of sufficient public importance regarding death of two persons and injury to one person due to fall of High Power Voltage (11000 KV) transmission line near Dhoro Naaro Umer Kot, Sindh on 4th August, 2015.

 

DISCUSSION ON THE ADMITTED ADJOURNMENT MOTION AND REPORT ON 2ND BIANNUAL MONITORING ON THE IMPLEMENTATION OF NATIONAL FINANCE COMMISSION     _

 
18.   Discussion on the admitted adjournment motion moved by Senator Sardar Muhammad Azam Khan Musakhel on 8th June, 2015, regarding the distribution formula of NFC Award and report on 2nd Biannual Monitoring on the Implementation of National Finance Commission (NFC) Award (January-June, 2014), laid on the Table of the House on 8th July, 2015.
