The Senate Standing Committee on Industries and Production meeting was chaired by Senator khalida Ateeb. The meeting was attended by Senators Danesh Kumar, Syed Masroor Ahsan and officials from Ministry of Industries and Production and Federal Board of Revenue (FBR). At the outset, the Committee expressed displeasure over the absence of the Chairman, FBR, terming it a lack of seriousness towards parliamentary oversight and questioning the effectiveness of proceedings in the absence of higher authority. The Senate Committee was given a comprehensive briefing by officials regarding the current policy for establishing manufacturing units of Electric Vehicles (EV) automobiles indicating motorcycles/bikes in the country. They told the committee that at present, 17 licenses for three-wheelers and 77 licenses for two-wheelers have been issued in the country. Their target is to shift 30 percent of vehicles to electric vehicles by 2030 and 2.2 million vehicles will be distributed among the public through government subsidies by 2030. Following this, they briefed that the government will provide a subsidy of 80000 on two wheel electric vehicles and 400000 on 3 wheel electric vehicles and currently, there are 20 million vehicles and more than 20 million motorcycles in the country. This year, 116,000 motorcycles and 3,170 rickshaws will be provided to the public. Over five years, Rs. 120 billion will be generated through the carbon levy and this amount will be utilized to provide subsidies on electric vehicles. Efforts are underway to reduce the transport sector’s import bill of 9 (USD) billion. Additionally, Officials informed that the efforts are being made to impose taxes on imported electric vehicles. Taxes on locally manufactured electric vehicles will be minimal or zero. Additional duties have been imposed on the import of EV parts that are being manufactured locally. Ministry of Industries and Production has advised the provincial governments not to charge registration fees on EV vehicles, and provide same type of number plates across the country and charge lesser tool from EV vehicles.l Furthermore, they briefed that the work is underway on a one-window operation in coordination with the Board of Investment. Licenses of manufacturers who are not exporting have been cancelled. Officials retrieved that no compromise will be made Senator Masroor Ahsan expresses concern on recent theft incident in Pakistan Steel Mills. He noted that despite an FIR being registered, no action has been taken, and no Director of Finance has been appointed. The Committee Chairperson emphasized that if no action is taken, it would embolden such individuals and could lead to a further increase in such irregularities.
