The Senate Standing Committee on Interior, chaired by Senator Faisal Saleem Rahman, convened today at the Parliament House. The Meeting was attended by Senator Shahadat Awan, Senator Saifullah Abro, Senator Umer Farooq, Senator Palwasha Muhammad Zai Khan, Senator Jam Saifullah Khan, Senator Dilawar Khan, Senator Falak Naz, Senator Bilal Ahmad Khan Mandokhel, and Senator Aslam Abro. The Director General (NCCIA) delivered a comprehensive briefing on the growing incidents of cybercrimes, fake calls, and bank frauds affecting ordinary citizens across the country. The Committee expressed grave concern over the increasing complaints of misconduct and inefficiency within the agency. Senator Shahadat Awan highlighted a critical gap in the justice process, observing that there is a lack of prosecution in the NCCIA. He noted that while FIRs are registered, no substantial progress follows, and many cases remain pending before the courts. Other Senators echoed similar concerns about the agency’s performance, revealing that even Members of Parliament had become victims of online hackers, losing millions of rupees through sophisticated digital scams. The fraudsters, armed with detailed personal information, impersonated officials and deceived lawmakers through telephone calls and fake counselling schemes. In response, the DG NCCIA acknowledged administrative lapses and capacity constraints within his authority. He informed the Committee that a complete structural revamp of the NCCIA is underway and will be completed within six months. He further stated that new personnel with strong technical backgrounds will be inducted into the agency within three months. Senators Saifullah Abro, Falak Naz, Bilal Khan, and Dilawar Khan shared personal experiences of fraud committed against them by organized cybercrime gangs. Senator Falak Naz Chitrali told the Committee that the scammers had detailed information about her family and children. “A man named Faisal called me in the name of setting up a counselling centre and managed to collect money,” she revealed, expressing disappointment that despite repeated complaints to the NCCIA, no hearing was held. The DG NCCIA assured the Committee that this matter would be resolved within a week’s time. Senator Samina Mumtaz Zehri requested to defer her bill, Islamabad Capital Territory Food Safety (Amendment) Bill, 2025, due to her personal engagements. The Committee also considered the case of the failure of police to arrest the murderers of the brother and nephew of Senator Aslam Abro. The Chairman directed the Special Secretary, Ministry of Interior and Narcotics Control, to summon the Inspectors General of Police from Sindh and Balochistan to brief the Members on progress in the case. The Committee also discussed the issue of diplomatic passports for Members of the Senate and their family members. The DG Passport apprised the Committee that the matter has been resolved, and the Committee expressed satisfaction over its amicable and timely resolution. The Committee further deliberated upon the issuance of official gratis machine-readable passports to the Deputy Chairman Senate, Deputy Speaker National Assembly, and the Chairmen of the Standing Committees of the Senate. The DG Passport informed the Committee that a letter from the Chairman to the Prime Minister is required, as the issuance of diplomatic passports can only proceed following Cabinet approval. Matters related to the CDA were deferred due to the Chairman’s official engagement at the Prime Minister’s Office. Regarding the theft of 2,828 cartons of cigarettes in Swabi, the Chairman directed the Special Secretary to invite the Chairman FBR and DG FIA to brief the Committee on progress in the investigation. Concluding the meeting, Chairman Faisal Saleem Rahman emphasized transparency, data protection, and institutional accountability as the Committee’s top priorities. He stated, “The protection of citizens’ data and the credibility of our national cyber institutions are matters of national security. The Committee will ensure that every allegation is investigated and every victim receives justice.”
