As per the Rules of Procedure and Conduct of Business in the Senate, 2012, there shall be a Standing Committee in the Senate on each Ministry of the Government. Standing Committees deal with legislative business and any matter referred to it by the Senate or the Chairman Senate. The membership of a Committee is based on the principle of proportional representation of political parties in the Senate.

A Committee may examine suo moto the budgetary allocation and its utilization, administration, delegated legislation, public petitions and policies of the Ministry concerned and its attached corporations and public bodies and may call for views of the Ministry.
There are functional Committees in the Senate with a wider scope than Standing Committees; these are (i) Functional Committee on Government Assurances (ii) Functional Committee on Problems of Less Developed Areas (iii) Functional Committee on Devolution (iv) Functional Committee on Human Rights
In addition, Senate has some unique and important Committees. These are Committee on Rules of Procedure and Privileges and the Committee on Delegated Legislation. While House Committee and Library Committee are the domestic committees of the Senate of Pakistan. Further, Committee of the Whole is an exclusive Committee in the Senate where whole House can be converted into a Committee to discuss and deliberate upon an issue of national importance.
Special Committees and Select Committees on Bills are also constituted through the adoption of motions in the House whenever the need arises on special issues, subjects or bills.
Senate Committees hold frequent meetings and have a history of accomplishments in providing policy guidelines to the Government.
