Event Title: Meeting of the Senate Committee on Delegated Legislation was held under the Chairmanship of Senator Farooq Hamid Naek

Islamabad (28th October 2021): Meeting of the Senate Committee on Delegated Legislation was held under the Chairmanship of Senator Farooq Hamid Naek here at the Parliament House on Thursday.

Discussion regarding the appointment of Pakistan Administrative Services officers as chief Secretaries in the four provinces as well as Azad Jammu and Kashmir and Gilgit Baltistan which was raised by Senator Kauda Babar in the Senate Session and referred to the Committee was taken up.

Senator Rubina Khalid and Senator Keshoo Bai attended the meeting. Besides, officials of the Establishment Division were also in attendance.

Senator Farooq Hamid Naek said that it’s a constitutional issue concerning provincial autonomy after the 18th amendment on the jurisdiction of the posting of Senior Federal Government officers in the provinces.

The Establishment Division presented a memo of petition of more than 2000 pages which prayer stated that the matter is sub-judice in the courts therefore the Senate Committee does not have the Jurisdiction to intervene sub judice cases.

The Chairman Committee Senator Farooq Hamid Naek deferred the meeting till November 4th 2021 with the directions to ensure the presence of Secretary Establishment Division and Secretary Law and Justice to be well versed with the case and explain the legal position as to how the jurisdiction of the Senate Committee has been taken away. The Chairman Committee showed resentment on the unlearned behavior of the establishment officials and expressed disappointment at the causal and non-professional approach towards this issue. The Chairman Committee emphasized to expedite the matter in order to take a final decision and save the government expenses incurred on the meetings.
