Acting President Syed Yousaf Raza Gilani, warmly welcomed the participants of the 38th Senior Management Course during their inland study tour to the President House, Islamabad.
Acting President emphasized the crucial role of the civil service in safeguarding the functionality, integrity, and continuity of the state. He highlighted that reaching senior management levels in the civil service is not just a career milestone but a testament to years of dedication, discipline, and public service.
He underscored that the inland study tour serves as a valuable component of the course, providing an opportunity to observe the functioning of government and parliamentary institutions across diverse administrative and socio-economic contexts.
Reflecting on his experience as former Prime Minister, Syed Yousaf Raza Gilani commended the commitment, efficiency, and capabilities of Pakistan’s civil servants, stressing their indispensable role in translating policy into practice and turning vision into results. He highlighted his focus on strengthening institutional capacity, transparency, and efficiency within the Senate Secretariat, particularly through the introduction of E-Governance and Artificial Intelligence into parliamentary processes.
Mr. Gilani also acknowledged the invaluable role played by administrative officers in recent flood relief efforts, particularly in South Punjab, noting their dedication and readiness in the face of adversity. He observed that these natural disasters tested the resilience and preparedness of institutions and reiterated the need for a service-oriented governance model, especially as climate risks increase in scale and frequency.
“Responding to climate change is no longer the responsibility of a single ministry or department. It is a collective obligation requiring close coordination across federal and provincial agencies, as well as with communities at all levels,” he remarked.
He further stressed that leadership at the senior management level must embrace the values of collaboration, learning, innovation, and humility, since no ministry, department, or tier of government can achieve national development goals in isolation. He urged the participants to utilize their learning to bring measurable impact in their respective fields, aligning their efforts with national priorities and inclusive, people-centred development.
Acting President assured the participants that Parliament remains committed to working alongside reform-oriented, efficient officers in delivering on the aspirations of the people of Pakistan. “May you serve with integrity, vision, and honest dedication to Pakistan,” he concluded.
The session concluded with an interactive discussion, where the Acting President encouraged participants to remain steadfast in their pursuit of transparent, accountable, and effective governance.
