A meeting of the Sub-Committee of the Senate Standing Committee on Rules of Procedure and Privileges was held at Parliament House, Islamabad, under the convenership of Senator Palwasha Mohammad Zai Khan. Senator Dost Ali Jeesar, Senator Saadia Abbasi, and Senator Jan Muhammad also attended the session.
The committee examined the issue of derogatory remarks made by the Acting Vice Chancellor of Quaid-e-Azam University (QAU), Professor Dr. Zafar Nawaz Jaspal, against Senators regarding their observations on hostel evictions, illegal occupants, and drug trafficking within the university premises.
A detailed briefing was presented by the representative of the Police Special Branch, who apprised the committee of the latest developments related to the law and order situation at QAU. It was revealed that a First Information Report (FIR No. 435 dated 29-07-2025) had been registered at Police Station Secretariat, Islamabad, under various sections of the Pakistan Penal Code, in response to incidents involving hostel disturbances and illegal activities.
According to the report, 43 individuals were arrested, of whom five to six were currently enrolled students, 10 to 15 were alumni, and the remaining were illegal occupants residing unlawfully in university hostels. During police operations, 07 sticks and an iron rod were recovered from the accused. The detainees were produced before the court and subsequently sent to judicial custody, while preventive action under Sections 107/150 of the Criminal Procedure Code was also initiated.
In addition, the police informed the committee that seven narcotics-related cases had been registered in the surrounding areas of the university, leading to the arrest of seven individuals. The recoveries included 5,420 grams of Charas, 622 grams of Ice, and 510 grams of Heroin.
Professor Dr. Zafar Nawaz Jaspal further informed the committee about the presence of various ethnic student councils—including the Punjab Council, Baloch Council, and others—operating within the university. He stated that such groups often disrupt academic activities by blocking transport services, locking classrooms, and organizing strikes, thereby disturbing the academic environment. He emphasized that university hostels are meant for enrolled students only, and that irrelevant persons must not be allowed to interfere in institutional affairs.
Expressing deep concern over the deteriorating law and order situation, Senator Palwasha Mohammad Zai Khan noted that the unchecked activities of such elements were damaging the university’s reputation and discipline. Senator Saadia Abbasi added that it was alarming to see the absence of effective administrative control within such a prestigious national institution.
The Sub-Committee directed the Special Branch of Police to submit a comprehensive report on all aspects of the matter in the next meeting. It was also decided that the Inspector General of Police (IG) and the Vice Chancellor of Quaid-e-Azam University would be summoned to appear before the committee in its upcoming session to provide further clarification and updates.
The meeting concluded with a resolve to continue close oversight of the issue to ensure that the sanctity, discipline, and academic environment of Quaid-e-Azam University are fully restored.
