The Sub-Committee of the Senate House Committee, chaired by Senator Nasir Mehmood, met at Parliament House, Islamabad. The meeting was attended by Senators Danesh Kumar, Hidayatullah Khan, and Poonjo Bheel.
At the outset, the Committee expressed serious concern over the absence of the Chairman CDA and Member Engineering. It was informed that the Chairman CDA was abroad on an official visit and the Member Engineering was unwell. The Committee viewed their absence as disregard for parliamentary directions and directed that in the next meeting, the Minister for Interior, Chairman CDA, all relevant officers, and the contractor must attend to brief the Committee.
The Committee took strong notice of the non-submission of the Technical Inquiry Report, which was required within 21 days, and observed that the details provided by CDA only mentioned expenditures without explaining the works carried out. The Committee directed that the complete inquiry report, along with full details of expenditure incurred on ad-hoc staff hiring and outsourced janitorial services, be submitted in the next meeting.
Senator Danesh Kumar expressed displeasure over the late submission of working papers. The Committee warned that continued non-compliance with its directions would compel it to recommend appropriate parliamentary action against the concerned officers. The Special Secretary, Ministry of Interior, assured that all required details would be provided within a week after an internal review.
The Committee later visited the 104 Lodges project site and directed the CDA to complete the pending works at the earliest. It noted the absence of the contractor and directed his presence in the next meeting to explain delays. The Committee reaffirmed “Option 2” for the lodges design and was assured that a model suite would be completed and presented by 24th October, 2025.
The Committee also recalled that in the Senate House Committee meeting held on 16th January, 2025, Senator Saleem Mandviwala had informed that it was mutually agreed with the Honourable Speaker National Assembly that after completion of Block-104, Senate Members would be shifted to the new lodges and the existing Parliament Lodges would be handed over to the National Assembly.
Reaffirming its commitment to transparency, accountability, and timely completion of the project, the Committee directed the CDA to ensure strict compliance with all directions. The next meeting of the Sub-Committee will be held on 24th October, 2025, to review the prototype suite and compliance report.
