Event Title: Senator Nasir Mahmood, Chairman Senate Standing Committee on Housing and Works, presiding over a meeting of the committee at Parliament Lodges Islamabad.

The meeting of the Senate Standing Committee on Housing and Works was held on Wednesday, 7th January, 2026 at the Parliament Lodges, Islamabad. The meeting was chaired by Senator Nasir Mehmood.

Senators Jan Muhammad, Senator Khalida Ateeb, and Senator Hidayat Ullah Khan attended the meeting.

The Committee was presented with the compliance report on the directions issued in its previous meetings held at Quetta on 21st November 2025 and Lahore on 18th December 2025.

The Committee discussed in detail the issue of non-payment of salaries to ten (10) employees of Pakistan Public Works Department (Pak PWD) Maintenance Staff Establishment, whose salaries have remained outstanding since 1st July, 2025. The Committee emphasized the need for immediate payment of outstanding salaries and adjustment of these employees from the same date when other Pak PWD employees in Balochistan were adjusted in various departments.

The Committee was informed that salaries are being paid without interruption to employees adjusted in different organizations, including:

1,493 employees of Capital Development Authority (CDA),970 employees of Estate Office,95 employees of Ministry of Defence,01 employee of Federal Shariat Court,60 employees of Ministry of Foreign Affairs,116 employees of Federal Board of Revenue (FBR),35 employees of National Accountability Bureau (NAB),90 employees of Controller General of Accounts (CGA)

In total, about 2,860 employees are receiving salaries without interruption. However, around 173 employees are approaching the Finance Division for budget allocation for the current financial year, while the verification process of 83 IB employees is underway.

The Chairman directed the concerned authorities to confirm whether all the stated employees are actually being paid salaries and to submit a clear and verified position to the Committee.

The Committee was further briefed on the issue of 15 lower-grade maintenance staff employees of the Central Civil Division, Pak PWD, who were transferred to AGPR and T Office, Lahore, but have neither been adjusted nor paid salaries for the last six months. The Committee expressed serious concern over the matter and stressed expeditious resolution.

The Ministry of Housing and Works briefed the Committee on the current status of absorption/induction of Pak PWD employees and the payment of their salaries, pensions, gratuity, and other dues.

The Committee also reviewed the status of acquisition, development, and utilization of Constantia Estate, Murree. It was informed that the Additional Deputy Commissioner (Revenue), Murree, has advised submission of a formal request addressed to the Deputy Commissioner for mutation of land.

Since the Estate Office has been assigned only watch and ward functions of the land, the case has been referred to the Ministry of Housing and Works to decide whether the mutation should be made in favor of the Federal Government through the Ministry of Housing and Works or in favor of the Ministry through the Estate Office. The Committee was informed that the matter is under consideration by the competent authority.

Additionally, the ADC (Revenue) has forwarded a letter to the Civil Court, Rawalpindi, requesting transfer of the pending cases to the Dispute Resolution Committee under the Punjab Protection of Ownership of Immovable Property Ordinance for disposal of sub-judice matters.

The Chairman committee underscored the need for timely decisions, transparency, and protection of employees’ rights, and directed the concerned ministries and departments to submit progress reports to the Committee at the earliest.
