Event Title: Senator Kamil Ali Agha, Convener Sub-Committee of the Senate Standing Committee on Communications presiding over a meeting of the committee at Parliament House Islamabad.

A meeting of the Sub-Committee of the Senate Standing Committee on Communications was held today at the Parliament House, Islamabad, under the convenership of Senator Kamil Ali Agha.
The meeting was attended by Senators Zameer Hussain Ghumro, Saifullah Abro, along with senior officials of the Ministry of Communications and the National Highway Authority (NHA). Representatives of NESPAK and PPRA also attended the meeting.
The Sub-Committee conducted a comprehensive review of the CAREC Tranche-III Project (Rajanpur–D.G. Khan–D.I. Khan), focusing on its proposal, the complete tendering process, bidding documents (technical and financial) of all participating firms, and the relevant record, including input from the project consultant.
The Committee was briefed that the procurement proceedings of CAREC Tranche-III are currently under examination at multiple forums, including the Prime Minister’s Inquiry Committee (response awaited), PPRA, Senate Standing Committees on Communications and EAD, National Assembly Standing Committees on Communications and EAD (agenda pended subject to the outcome of the PM Inquiry Committee), and NAB Multan. It was also informed that M/s NXCC (JV) has filed writ petitions before the Islamabad High Court.
The Committee was informed that, due to ongoing inquiries and delays, there is an apprehension that the entire loan may be jeopardized, potentially resulting in serious complications for the Government of Pakistan, including a loss to the national exchequer. The Prime Minister’s Inquiry Committee finalized its report and submitted it to the Prime Minister’s Office on 10th September 2025, while a formal response remains awaited.
The sub-committee stressed on the importance of multilateral donors like ADB and role of CAREC in infrastructure development. the sub committee observed that withdrawal of the loan would harm national interests. It was emphasized in the meeting that non-compliance on recommendations of the multiple forums of the Parliament raised questions about credibility of the Parliament.
During the proceedings, committee was informed that the Honorable Prime Minister in light of the reports submitted to his office has directed The FIA to initiate and enquiry against the officers as mentioned in the report. The sub-committee appreciated the decision of Honorable Prime Minister.
The sub-committee recommended a practical way forward for the issue and directed CEO, NHA to furnish a report in this regard.
