Senate Standing Committee Reviews NIPA Training Programs, Calls for Detailed Briefing from NEPRA

Karachi - March 09, 2026: The Senate Standing Committee on Cabinet Secretariat held a meeting on Monday at the National Institute of Public Administration (NIPA), Karachi, under the chairmanship of Senator Rana Mahmoodul Hassan to review institutional initiatives and discuss matters related to governance and public sector reforms.

The meeting was attended by Senator Saleem Mandviwalla, Senator Amir Waliuddin Chishti, and Senator Atta-ur-Rehman, who joined the session via video link.

Director General NIPA, Dr. Syed Saif Ur Rehman gave a comprehensive briefing to the committee on the institute’s ongoing training programs and institutional initiatives aimed at strengthening the capacity of public sector officers. 

He informed the committee that NIPA is currently conducting a range of professional development programs, including the Mid-Career Management Course (MCMC), Senior Management Course (SMC), and other specialized training modules designed to enhance administrative effectiveness and policy implementation.

Dr. Saif Ur Rehman explained that the Mid-Career Management Course is specifically designed for officers in BS-18, focusing on improving public service delivery at the grassroots level and equipping officers with modern administrative tools. He further stated that the Senior Management Course, meant for BS-19 officers, emphasizes strategic planning, leadership development, and effective implementation of government policies.

The committee was also informed that NIPA has incorporated Artificial Intelligence (AI) training into its curriculum to keep pace with international standards in governance and public administration. The newly introduced modules include AI in Governance and Ethical Use of AI, Cybersecurity, Data Analytics, Blockchain, and Future Technologies, aimed at preparing civil servants to navigate the evolving digital landscape.

The committee also discussed NIPA’s engagement with the Government of Sindh, including officer participation in training programs, specialized courses, capacity building initiatives, and potential areas of collaboration for strengthening administrative competencies across provincial departments.

Chairman Senate Standing Committee on Cabinet Secretariat Senator Rana Mahmoodul Hassan appreciated the institute’s initiatives and acknowledged NIPA’s role in enhancing professional standards within the civil service. 

“The integration of modern technologies and forward-looking training modules reflects NIPA’s commitment to equipping public officers with the skills required to address contemporary governance challenges,” he said.

He further stated that the committee would continue to extend its full support to NIPA in its future initiatives, including efforts aimed at promoting sustainable and environmentally responsible practices within the institution.

The committee also emphasized the importance of research and policy-oriented training for improving governance outcomes. Members directed the institute to share progress reports on the latest completed research projects, training programs, and key institutional initiatives to ensure effective oversight and continued improvement.
 
During the meeting, the committee also received a briefing from representatives of the National Electric Power Regulatory Authority (NEPRA). However, members expressed concern over the absence of the Chairman NEPRA and stressed the need for senior leadership participation in such important deliberations. The committee advised NEPRA officials to provide a comprehensive and updated briefing in the next meeting on the privatization of Distribution Companies (DISCOs), circular debt, fuel cost adjustments and pending power sector projects aimed at ensuring efficient and reliable electricity supply for citizens.
