Commerce Committee Seeks Detailed Report on State Life Insurance Corporations Properties  
 
A meeting of the Senate Standing Committee on Commerce was held today in Islamabad under the chairpersonship of Senator Anusha Rahman to deliberate on the issue of properties belonging to the State Life Insurance Corporation and their status.
 
The meeting was attended by Senators Saleem Mandviwalla and Talha Mahmood, while Senators Amir Waliuddin Chishti, Sarmad Ali, and Bilal Ahmed Khan. Federal Minister for Commerce also joined the proceedings through a virtual link. Senator Shahadat Awan also attended the meeting as a Mover of the question.
 
A question referred by the Upper House constituted the primary agenda of the meeting, focusing on details of properties owned by State Life Insurance. The mover of the question, Senator Shahadat Awan, was comprehensively briefed. It was clarified that due to an inadvertent omission, the second page of the building-wise list was not presented earlier, resulting in only 46 properties being reported, whereas the actual number stands at 71.
 
The Committee discussed in detail 13 encroached properties. The CEO of State Life Insurance Corporation informed the Committee that these properties were handed over to the Corporation in 1972, and most are facing issues related to non availability of  mutation and title deeds not handed after  nationalization. SLIC had to get into litigation to reclaim their right on properties that were not vacated by original owners after nationalization. He also revealed that the total number of disputed  properties is 13.
 
The Committee raised concerns on litigation ongoing since 1972, and questioned performance of legal team engaged by State Life Insurance. In response, the CEO stated that the organization has its own legal teams operating in various cities to pursue cases across courts nationwide. Senator Talha Mahmood emphasized the need to engage more competent and reliable lawyers to expedite resolution of pending cases.
 
The Committee directed State Life Insurance to submit comprehensive, case-wise details of all disputed properties with special reference to the lawyers advocating from SLIC side, their remuneration and the stance from the defendants in each case be made available to the committee. 
 
During the meeting, Senator Talha Mahmood also highlighted the persistent imbalance between Pakistan’s imports and exports, urging the Ministry to take concrete steps to address the issue. The Secretary Commerce responded that export performance is influenced by multiple factors, including energy availability, rebates, and infrastructure, and assured the Committee that a detailed briefing would be provided in the next meeting.
