Senate Committee Reviews Privilege Motions, Directs CDA to Resolve I-10 Property Case within Two Weeks

The Senate Standing Committee on Rules of Procedure and Privileges met today at Parliament House under the chairmanship of Senator Syed Waqar Mehdi to deliberate on various privilege motions concerning the missing CDA file of a house in Sector I-10, alleged misbehavior by PIA staff, and the conduct of the Deputy Commissioner Chakwal towards Members of Parliament, behavior of Minister Communications and conduct of RPO Malakand and DPO Chitral. 
 
The meeting was attended by Senator Asad Qasim, Senator Jan Muhammad, Senator Dost Ali Jeesar, Senator Atta Ur Rahman, Senator Palwasha Mohammad Zai Khan, and Senator Saadia Abbasi. Senator Bilal Ahmed also attended as the mover of one of the privilege motions.
 
At the outset, the Chairman and members of the Committee expressed profound grief over the martyrdom of security personnel of Pakistan Rangers in the recent attack on Karachi Rangers Headquarters and offered Fateha for the departed souls, ASF Officer at Balochistan and other martyr. 
 
The Committee took up the issue regarding the missing file of House No. 622, Sector I-10/4, Islamabad, from the records of the Capital Development Authority (CDA). The Committee expressed serious displeasure over the absence of the Chairman CDA and senior officials of the Authority's legal wing. Questioning the seriousness of the CDA in implementing the court's decision, the Chairman observed that judicial orders must be executed without unnecessary delay.
 
During the briefing, CDA officials informed the Committee that implementation of the court's judgment falls within the jurisdiction of the CDA Board and that the matter would be placed before its next meeting. The Committee directed the CDA to decide the matter and submit a comprehensive compliance report within two weeks. The Chairman also referred to a recent Lahore High Court judgment, observing that property owners should not suffer due to the corruption or negligence of public officials.
 
The Committee deferred discussion on the privilege motion against the Federal Minister for Communications at the request of the mover Senator Palwasha Muhammad Zai Khan. 
 
The Committee also considered the privilege motion moved by Senator Bilal Ahmed regarding the alleged misbehavior of PIA onboard staff during a Quetta-Islamabad bound flight. The Committee appreciated the Ministry of Defence for conducting an impartial and transparent inquiry, which established the facts of the case. While the mover sought strict disciplinary action against the concerned crew members, the Committee, after deliberation, decided to defer the matter and directed the relevant authorities to resolve the issue in consultation with the mover. The Chairman emphasized that courteous conduct and professionalism are essential for improving PIA's service standards and public confidence.
 
The Committee further examined the privilege motion moved by Senator Palwasha Mohammad Zai Khan regarding the alleged inappropriate conduct of the Deputy Commissioner Chakwal, including disconnecting her telephone calls. During the proceedings, the Committee was also briefed on the arrest of a Naib Tehsildar and allegations concerning an attempt to malign the reputation of a senior and aged Former female Member of the Parliament. 
 
The mover urged the Committee to ensure the protection of the dignity and sanctity of women parliamentarians and senior female political leaders. The Committee also stressed the need to introduce dedicated training modules for Bureaucracy as well as district administration officers to enhance their understanding of Parliament, parliamentary committees, and their constitutional responsibilities.
 
The Deputy Commissioner Chakwal tendered an unconditional apology for her conduct and assured the Committee of her respect for Parliament and its members. Upon acceptance of the apology by the mover, the Committee disposed off the privilege motion. The Chairman appreciated Senator Palwasha Mohammad Zai Khan for graciously accepting the apology and directed the relevant authorities to submit the record of complainants in the related FIRs against Naib Tehsildar to determine whether any political malice or ulterior motives were involved in implicating the senior and aged Former female Parliamentarian. 
 
The Committee also disposed off the privilege motion regarding the alleged misbehavior of the RPO Malakand and DPO Upper Chitral after the mover Senator Muhammad Talha Mehmood withdrew the matter.
 
Concluding the meeting, the Chairman urged the Chairman CDA to personally attend future Committee meetings and expressed serious concern over the deteriorating condition of Parliament Lodges. He directed the CDA to immediately address the maintenance issues, observing that the poor state of the Lodges raises serious concerns about the Authority's performance.
