A meeting of the Senate House Committee was at Parliament House, Islamabad, under the Chairmanship of the Hon'ble Deputy Chairman Senate.
The meeting was attended by Senators Atta-ur-Rehman, Bilal Ahmed Khan, Danesh Kumar, Hidayatullah Khan, Jan Muhammad, Kamil Ali Agha, Naseema Ehsan, Nasir Mehmood and Poonjo Bheel. Senior officers from the Ministry of Interior, Ministry of Finance, Ministry of Planning, Development and Special Initiatives, Capital Development Authority (CDA), and the National Assembly Secretariat also attended the meeting.
At the outset, the Chairman expressed concern over the absence of senior level representation from the Ministires. He directed that senior-level representation from all concerned Ministries be ensured in future meetings.
Report of the Sub-Committee of the Senate House Committee was also presented as it reviewed the progress on the construction of 104 New Parliament Lodges, along with the repair and maintenance of Parliament Lodges and the Government Hostel. The Committee was informed that substantial progress had been achieved in the project, with civil and electrical works nearing completion. Members, however, expressed concern over the pace and quality of the remaining works and directed CDA to ensure timely completion while maintaining the highest construction standards. Chairman CDA assured the committee on completion of the work by September, 2026.
The Committee discussed the proposed allocation of the 104 new lodges and questioned the basis of the existing distribution ratio between the Senate and the National Assembly. It recommended that the newly constructed lodges be allocated to Senators and proposed that the matter be resolved through consultation between the leaderships of the two houses. To independently assess the quality and progress of the works, a three-member committee comprising Senators Kamil Ali Agha, Nasir Mehmood and Hidayatullah Khan was constituted to inspect the project and submit its report in the next meeting of the House Committee.
The Committee also discussed the demolition of a guest room constructed by Senator Atta-ur-Rehman after obtaining permission.
Expressing concern over the action, the Committee directed CDA to submit the relevant record on this incident and recommended reimbursement of the expenditure incurred by the Senator after verification.
While reviewing the budget allocation and utilization for the current financial year, the Committee recommended outsourcing repair and maintenance works through a transparent mechanism to improve quality and accountability. It further directed CDA to provide lodge-wise expenditure details within fifteen days and recommended a special audit of repair and maintenance works carried out during the last five years, along with a forensic examination of development works at Parliament Lodges.
The Committee also reviewed the safety and security arrangements at Parliament Lodges. It was informed about the deployment of security personnel, CCTV surveillance and Safe City monitoring. The Committee directed to take immediate measures to prevent the entry of stray dogs into the premises and recommended further strengthening of security arrangements to ensure the safety of Members and their families.
Concluding the meeting, the Chairman reiterated the Committee's commitment to ensuring timely completion of development projects, transparent utilization of public funds, improved maintenance standards, quality infrastructure and enhanced residential and security facilities for Members of Parliament.
