SENATE FUNCTIONAL COMMITTEE ON DEVOLUTION DIRECTS RECTIFICATION OF PROVINCIAL QUOTAS AND FAIR DISTRIBUTION OF REVENUE SHARES
A meeting of the Sub-Committee of the Senate Functional Committee on Devolution was convened today at the Old PIPS Hall, Parliament Lodges, Islamabad, to review the implementation of Article 38(g) of the Constitution and evaluate provincial employment shares across Federal Ministries and corporate boards.
Committee was convened by Senator Zamir Hussain Ghumro, attended by Senators Poonjo Bheel, Jan Muhammad, along with Add. Secretary Establishment, Special Secretary Petroleum Division and other senior officials.
During the session, the Chairman Committee issued firm directions to streamline recruitment rules and ensure that provincial shares must be strictly and objectively implemented so that underserved and rural regions receive their constitutional share without subjective discretion. The Chairman committee directed the Add. Secretary Establishment Division to rectify existing omissions, address provincial representation shortfalls on a priority basis, and report back to the committee.
Examining the constitutional mechanism governing natural resources under Article 173 post the 18th Amendment, the Sub-Committee sought a detailed financial breakup of funds generated by oil and gas companies. They submitted profits of last 16 years of Oil and gas Companies. Committee directed to firm up the figure and make disbursal proposal. Secretary Petroleum provided a detailed briefing regarding the 50/50 revenue sharing structure between the Federal Government and the provinces, detailing the flow of non-tax revenues into the public exchequer. To guarantee transparent, equitable distribution of joint assets and revenues, the Committee directed the relevant authorities to make necessary legislative and administrative amendments and submit a comprehensive compliance report by next week.
