A meeting of the Senate Standing Committee on Communications was convened by Senator Pervaiz Rashid, attended by Senators Dost Ali Jeesar , Zamir Hussain Ghumro,Muhammad Abdul Qadir, Kamil Ali Agha, Abdul Wasay and Saif Ullah Abro today at the Old PIPS Hall, Parliament Lodges, Islamabad, to address key infrastructure, road safety, and development projects across the country.
During the meeting, agenda items regarding starred questions on various road projects in Chitral and Balochistan, including CPEC-related highways and the Karachi–Bela road, were deferred due to the non-availability of the movers.
The committee addressed the unwanted incident of a couple’s video allegdly involved in immoral activity while commuting on motorway. The Inspector General of Motorway Police submitted that the incident occurred on 16th july, where the motorway police found a car parked on roadside and the altercation took place when the car ran away, the Inspector General further submitted that its not in the SOPs of Motorway Police to implement Moral Policing, the officer involved in the incident has been suspended and inquiry will be completed very soon.
Addressing delays in major road infrastructure projects, Senator Zameer Hussain Ghumro questioned the practice of starting new initiatives before finalizing existing ones. The Additional Secretary ministry of Communications submitted that no new projects has been started this year. The committee was informed that the 298 km Kuchlak-to-Zhob (N-50) project remains incomplete due to fund shortages. Additionally, Senator Qadir pointed out budget distribution disparities, highlighting that out of Rs. 116 billion sanctioned for Balochistan, Rs. 100 billion was allocated for the N-25 highway.
To prevent project disruptions, the committee discussed recommendations for the National Highway Authority regarding the quarterly release of project funds and develop a bridge financial system where contractor could get the funds released on time. Clarifications were provided by the Additional Secretary regarding the cash development loan, Recognizing these financial constraints as a matter of national importance, the committee agreed to place funding mechanisms on a dedicated agenda to help guide government policy moving forward.
