The Sub-Committee of the Executive Committee of the Senate Secretariat Employees Welfare Fund (SSEWF), chaired by Convenor Senator Aamir Waliuddin Chishti, met at Parliament House, Islamabad, to review the existing system of medical facilities for employees and examine the feasibility of introducing a group health insurance scheme.
The meeting was attended by Senator Nasir Mehmood, while Senator Samina Mumtaz Zehri participated through video link. Officers of the Senate Secretariat and representatives of insurance company were also present.
The representatives briefed the Sub-Committee on a proposed transition from the existing in-house medical reimbursement system to an outsourced group health insurance model. Further stated that the arrangement would give employees access to panel hospitals, cashless hospitalisation, outpatient consultations, diagnostic services, medicines and maternity related treatment, subject to policy terms and coverage limits.
The Sub-Committee was informed that under the existing system employees generally make upfront payments and subsequently seek reimbursement, which carries an administrative burden and does not provide a comprehensive cashless hospital network or adequate outpatient coverage. The representatives further stated that a group arrangement could widen the hospital network and facilitate cashless treatment, and briefed the Sub-Committee on the use of digital and AI-based systems for processing and monitoring claims.
Senator Samina Mumtaz Zehri suggested that representatives of other insurance companies be invited to give detailed briefings in the next meeting. She further proposed that practical difficulties and concerns regarding the existing system may be collected from different pay-grades, especially those of official grades.
The Sub-Committee agreed that, after hearing presentations from different insurance companies and obtaining feedback from employees, a further meeting would be convened to deliberate on the matter, including its financial implications, and to formulate appropriate recommendations for improvement of medical facilities for Senate Secretariat employees.
