Senate Sub-Committee Directs PSM to Strengthen Security, Submit Audit Report Within One Week
The Sub-Committee of the Senate Standing Committee on Industries and Production, convened by Senator Syed Masroor Ahsan, held a meeting today to examine incidents of theft, security concerns, and operational and administrative issues at Pakistan Steel Mills (PSM).
The meeting was attended by Senator Khalida Ateeb, Senator Danesh Kumar, and senior officers of the Ministry of Industries and Production and Pakistan Steel Mills.
The Sub-Committee expressed concern over the non-submission of the latest audit report for 2025-26 and directed PSM management to submit the report within one week.
The Sub-Committee also reviewed the theft of 36 tons of material from PSM and questioned the progress made in recovering stolen material. Members observed that in a number of theft cases, administrative action had been taken against employees, while recovery of the stolen material remained pending. The Convenor directed PSM management to take strict action against employees involved in theft incidents and ensure that such individuals are barred from entering PSM premises.
The Sub-Committee was informed that the police had submitted a challan in the case involving theft of 36 tons of material. It was further apprised that both administrative action and criminal proceedings were being pursued in theft cases through the relevant authorities and courts, while recovery had also been made in several cases.
Regarding security arrangements, the Committee was informed that DSF personnel are currently deployed at PSM, while the Ministry of Defence has recently sought their withdrawal. The Ministry of Industries and Production has taken up the matter with the Defence Division for a phased withdrawal of DSF personnel, allowing PSM sufficient time to make alternative security arrangements.
The Committee was informed that PSM spans approximately 1,000 acres, a significant portion of which remains unfenced, creating additional security challenges. The Sub-Committee expressed concern over the acute shortage of essential security personnel responsible for safeguarding machinery and material worth billions of rupees.
The Committee was further informed that a proposal for recruitment of essential administrative, accounts and security staff has been taken up with the Finance Division. After detailed deliberations, the Sub-Committee directed PSM management to submit a comprehensive justification for the required staff strength. The Convenor also directed the Finance Division to ensure the presence of its representative at the next meeting to discuss the recruitment of essential staff for PSM.
The members recommended installation of modern surveillance cameras at PSM for effective security monitoring. They also directed that underground tunnels providing unauthorized access to the premises be identified and permanently sealed to prevent theft and unauthorized entry.
The Convenor further directed the Federal Investigation Agency (FIA) to conclude the pending inquiry concerning the recovery case related to PSM.
The Sub-Committee also expressed concern over encroachments on PSM land, terming the land a valuable national asset that must be protected. The Committee was informed that a recent anti-encroachment operation had subsequently been halted after resistance. The Convenor directed the Deputy Commissioner Malir and Secretary Home, Sindh, to ensure their presence at the next meeting and stated that effective measures would be taken for removal of encroachments from PSM land.
The Sub-Committee reiterated that the assets of Pakistan Steel Mills are national assets and called for coordinated measures by all relevant institutions to ensure their protection, improve security, and address administrative and staffing deficiencies.
