3.      MR. MUSHAHID HUSSAIN SYED to move for leave to introduce a Bill to provide for the establishment of a National Cyber Security Council [The National Cyber Security Council Bill, 2014].

7.      Consideration of the following resolution moved by Mr. Afrasiab Khattak on his behalf and on behalf of Mr. Farhatullah Babar on  10th March, 2014:-

 

This House calls upon the Government to prepare and make public a workable plan for FATA to cleanse it of militant networks, provide compensation to the victims of militancy, relief and rehabilitation of IDPs and a massive programme for the socio-economic uplift of the people.”.

 

RESOLUTIONS

 

8.      HAFIZ HAMDULLAH to move the following resolution:-

 

“The House recommends that the Government may take steps to tender the contract of Reko Diq mines in Balochistan in a transparent manner.”.

 

9.      MRS. SEHAR KAMRAN to move the following resolution:-

 

“This House calls upon the Government to take effective measures for the security of journalists and media houses in the country.”.

 

10.    MR. MUHAMMAD TALHA MEHMOOD to move the following resolution:-

 

“The House  recommends that new sectors may be developed to overcome shortage of housing units in Islamabad.”.

 

11.    SYEDA SUGHRA IMAM to move the following resolution:-

 

“The House calls upon the Government not to confer MFN or NDMA status to India till such time that all the relevant Pakistani sectors and stakeholders are given a level playing field by the Indian Government through the removal / reduction of tariff barriers, non-tarrif barriers, subsidies, duties and other measures that will ensure both market access and protection from unfair competition to Pakistani agricultural and non-agricultural goods, exports and services (as per the Cabinet decision dated 29th February, 2012).”.

 

12.    COL. (R) SYED TAHIR HUSSAIN MASHHADI to move the following resolution:-

 

“This House recommends that the Government should take immediate steps to provide clean drinking water to the people in Islamabad Capital Territory.”.

“This House may discuss the overall condition of Health sector after devolution of the subject of Health to provinces in pursuance of 18th Amendment in the Constitution.”.

 

15.    Further discussion on the following motion moved by Mr. Muhammad Talha Mehmood on 10th March, 2014:-

 

“The House may discuss the overall performance of Pakistan International Airlines.”.

 

MOTIONS

(Under Rule 218)

 

16.    COL. (R) SYED TAHIR HUSSAIN MASHHADI to move that this House may discuss the increase of fee in the Universities located in Islamabad.

 

17.    MR. FARHATULLAH BABAR to move that this House may discuss the organizational and administrative matters of Pakistan Olympic Association (POA).

 

18.    MR. MUHAMMAD TALHA MEHMOOD to move that the House may discuss the overall performance of CDA with particular reference to removal of encroachments in commercial and residential areas in Islamabad.

 

19.    HAFIZ HAMDULLAH to move that the House may discuss the Iran-Pakistan gas pipeline project.

 

20.    MR. FARHATULLAH BABAR to move that this House may discuss the overall performance and problems being faced by the National Commission on the Status of Women(NCSW).

 

AMENDMENTS TO THE SENATE RULES

(Under Rule 269)

 

21.    MR. MUSHAHID HUSSAIN SYED to seek leave under sub-rule (4) of rule 269 of the Rules of Procedure and Conduct of Business in the Senate, 2012, to move an amendment that in rule 169, for the word “four” the word “six” be substituted.

 

(If leave is granted)

 

22.    MR. MUSHAHID HUSSAIN SYED to move that the proposed amendment in rule 169 be taken into consideration.

 

23.    MR. MUSHAHID HUSSAIN SYED to move that the proposed amendment in rule 169 be passed.

 

24.    COL. (R) SYED TAHIR HUSSAIN MASHHADI to seek leave under sub-rule (4) of rule 269 of the Rules of Procedure and Conduct of Business in the Senate, 2012, to move the following amendments:-

 

                   (1)    that in rule 61.-

 

                   (i)      for the words “Zero Hour”, wherever occurring, the words “Prime Minister’s Zero Hour” be substituted;

 

                   (ii)      in sub-rule (1), the words “half an”,  be omitted;

 

                   (iii)     after sub-rule (2), the following new sub-rule (2A) be inserted, namely:-

 

                   “(2A) The Prime Minister shall whenever possible personally respond to points raised by members whenever he is present in the House. However, the Prime Minister shall attend the Prime Minister’s Zero Hour at least once in each week when the Senate is in session:

 

 

                   Provided that it shall be the joint responsibility of the Leader of the House and the Chief Whip to request/invite the Prime Minister to attend the Prime Minister’s Zero Hour and to inform all members of the Prime Minister’s attendance one day in advance.”.

                        (iv)    for sub-rules (5) and (6), the following be substituted, namely:-

 

                   “(5)   If the Prime Minister is not present, the Minister concerned shall respond to the matter raised under sub-rule (1).

 

                   (6)     If both the Prime Minister and the Minister concerned are not present, the Chairman, if deemed necessary, may require the Minister concerned to respond to the point raised by the member on a date to be fixed by the Chairman.”.

 

          (2) that in rule 64, for sub-rule (2), the following be substituted, namely:-

 

          “(2)   There shall be no debate or voting on such a statement. The Member in whose name the item stands shall make a brief statement and the Minister concerned shall make a statement on the subject. The statement by the member shall not exceed ten minutes and the statement by the Minister shall not normally exceed fifteen minutes.”.

 

          (3) that in rule 169,  for the word “four”,  the word “six” be substituted.

 

          (4)    that in rule 178, after sub-rule (2), the following “Explanation” be added, namely:-

 

          “Explanation.-      For the purpose of this rule, a vacancy occurring on the retirement of a member under clause (3) of Article 59 of the Constitution shall be deemed to be a casual vacancy.”.

25.    COL. (R) SYED TAHIR HUSSAIN MASHHADI to move that the proposed amendments in rules 61, 64, 169 and 178 be taken into consideration.

 

26.    COL. (R) SYED TAHIR HUSSAIN MASHHADI to move that the proposed amendments in rules 61, 64, 169 and 178 be passed.
