A meeting of the Senate Functional Committee on Government Assurances was held on Tuesday at Parliament House. The agenda that came under discussion was the present status of assurance given by the Minister In-charge of the Establishment Division in the Senate sitting held on 19th January, 2016 regarding the Constitutional Amendment in either House of Parliament for employment quota. A briefing on the restoration of the Sibbi to Harnai to Shahrag to Khost section was also made.
Chaired by Senator Muhammad Tahir Bizenjo, the meeting was attended by Senator Prof. Dr. Mehr Taj Roghani, Senator Abida Muhammad Azeem, Senator Prof. Sajid Mir, Senator Muhammad Usman Khan Kakar and senior officers from the Ministry of Parliamentary Affairs, Ministry of Law and Justice, Ministry of Railways, alongwith all concerned.
While discussing the current status regarding the Constitutional Amendment in either House of Parliament for employment quota, the Committee was informed that all modalities have been finalized between the Ministry of Law and Justice and the Establishment Division in a meeting last week. Once the minutes of the meeting are signed; a summary will be moved by the Establishment Division for consideration by the Cabinet Division. This process would take two weeks; after which the Bill will be placed before the Parliament, unless the Cabinet decides to place the matter before the Supreme Court for its advisory opinion.
Chairman Committee, Senator Muhammad Tahir Bizenjo, showed confidence that if the Bill is placed before the Parliament it will be passed, most certainly, by a two-third majority.
While taking up the matter regarding the restoration of the Sibbi to Harnai to Shahrag to Khost section, the Committee was informed that 95 percent of the work has been completed. However, the five percent that remains pending is due to security issues that the Contractors and workers face. This is especially in context Kochali and Dalu Jhal where work on a 10 Km track remains. The Government of Balochistan has been consulted on this matter numerous times. The Frontier Corps (FC) has asked for 2.5 Crore PKR from the Provincial Government for Security Cover. It was asserted that providing security cover is crucial to the completion of the project. The Committee directed that Chief Secretary and the Home Secretary, Balochistan must be summoned in the next meeting along with senior officers from NLC and FC.
